As was discussed in the comments to this post, there are more assignors to the covenant management board than the original three I listed. A records search at El Paso County Court reveals some others:

Well, regardless of if they do or not, if you receive a letter from the covenant management board, or a demand from the attorneys, or are taken to court, or have to pay fines…
The covenant management board is doing it under the authority of these residents.
In essence, the covenant management board is taking action against you on behalf of these residents. These residents don’t have to know you, or have ever seen your property.
Note that one resident who assigned their enforcement rights is not listed: ZINN MARK M has since moved from the district, so that assignment has been revoked.
All of these residents are members of the “Assignment Committee”. This committee, so far as I can tell, is not elected, is not subject to recall, produces nothing. The sole criteria for membership is to assign your covenant enforcement rights to the covenant management board. In return for giving the covenant management board a reason to exist…you get insurance coverage in case you are sued.
Finally, let’s look closer at the assignors.

One would think that, if the covenant management board was as popular as they say, that there would be many more assignors…instead of being made up of more than 60% with questionable rationale. So come on, filings 1-10! Apply to be on the “assignment committee” today!
